The tabular data importer expects the data to be UTF-8 encoded by default. The Advanced Options of the tabular importer provide an option to change the file encoding.
In case none of the available options resolve the issue, check the encoding of your data. To change the encoding load your data in your favorite text editor, save it with UTF-8 encoding and upload it again to the platform. This should resolve most issues. In case this still doesn't resolve your problem please submit a ticket.
